قياس مدى مرونة النظام الصحي الجزائري والتونسي في مواجهة أزمة كوفيد 19 دراسة ميدانية مقارنة حول عينة من مستشفيات الجزائر العاصمة وتونس العاصمة
The healthcare systems in the Arab Maghreb and North African countries are generally comparable in terms of healthcare delivery and nursing services. However, the recent COVID-19 crisis served as a litmus test to measure the strength of these systems in times of crisis. Similar to the situation in the Middle East and North Africa region, the healthcare sector in Algeria and Tunisia underwent a significant transformation in response to the sudden crisis. This crisis became a true test of the readiness of healthcare systems and their ability to cope with the COVID-19 pandemic using the mechanisms in place prior to its onset. The tragedy of the crisis revealed both the positive and negative aspects of the healthcare sector and its capacity to deal with the pandemic through existing governance mechanisms. This raises questions about the positive effects of the crisis in terms of reevaluating and improving healthcare governance, hospital performance, and healthcare services.
Objective:
The aim of this research paper is to study the COVID-19 crisis in the Arab Maghreb, specifically in Algeria and Tunisia, from an institutional perspective. This is accomplished by analyzing how the healthcare systems in these two countries dealt with the crisis, using a questionnaire to measure the resilience of healthcare systems in handling crises. Based on the questionnaire results, an index is derived to evaluate the strength and effectiveness of the healthcare policy and system in these countries, whether it is considered strong or weak.
The questionnaire aims to explore how healthcare leaders dealt with the COVID-19 crisis and assess the effectiveness of comprehensive healthcare plans they formulated and implemented to combat the spread of the disease, as well as their ability to mitigate the negative effects of the crisis using the available resource.

The impact of Corporate Social Responsibility CSR on the promotion of the Hodna Milk’ sustainability
in the promotion of the enterprises’ sustainability and this after the increase of the need of the
corporation’ social aspects regarding the current shifts in societal expectations given the growing
reality that business needs the approval of society to survival and to prospect. So these
corporations must be involved in this shift by integrating Corporate Social Responsibility in their
activities in order to ensure the survival of these enterprises, and thus to guarantee the
sustainability of these enterprises.
The result of the study revealed that there is a need to apply corporate social responsibility
in the activities of enterprises in order to ensure their survival as we have seen through the case
study that it has a significant impact on the promotion of the enterprise’ sustainability.

تكاليف صيغ التمويل الإسلامية ومساهمتها في التنمية الاقتصادية في ظل المعاملات التقليدية
وقد أدركت معظم الدول الأوروبية وأميركا واليابان هذه الحقيقة. ففي اليابان إنضم البنك المركزي الياباني في سبتمبر 2008 إلى مجلس الخدمات التمويلية الإسلامية وهي الهيئة التي تضع المعايير للتمويل الإسلامي، لكي يزيد من معرفته بأسس التمويل الإسلامي وكيفية تطبيقه، كما وتوجد في معظم الدول الأوروبية حاليا مؤسسات مالية اسلامية، وقد أصبحت لندن في المركز الخامس عالميا بالنسبة للتعامل بالنظام المصرفي الإسلامي.
تهدف هذه الورقة البحثية إلى إبراز أهم صيغ التمويل وفق مقتضيات الشريعة الإسلامية، وما هي أهم الخصائص التي تجعلها أحد أهم الصيغ المحبذة لدى المسلمين، ما يجعلها تساهم أكثر في عملية التنمية الاقتصادية، عكس الصيغ التقليدية التي لم تعد تلاقي الإجماع وسط المجتمع الإسلامي، وفي اغلب الأحيان تفرض بطريقة تسلطية، ومن خلال الورقة سنبرز الايجابيات للمعاملات المالية الاسلامية وكيف قياس التكلفة فيها ، والعكس بالنسبة للمعاملات الماالية التقليدية.

والمؤسسسات الصغيرة والمتوسطة في الجزائر ليست ببعيدة عن غيرها من المؤسسات في البلدان النامية التي تعاني من قصور في التنافسية ، وعدم تطبيق كامل لمبادئ الحوكمة خاصة لما نعلم أن هاته المؤسسات دائما ما نجد فيها مشاكل الوكالة وتضارب المصالح خاصة المؤسسات العائلية منها.
