Appropriation and degradation of immediate outdoor spaces-case study of the 1000 housings in M'sila, Algeria
Abstract
Habitat crisis in general and that of housing in particular, constitute a universal issue that varies from one country to another.
In developed countries, the housing problem appears to be resolved both quantitatively and qualitatively. However,
developing countries still experience the effects of this crisis. In Algeria, the design of housing projects implemented after
independence perpetuated and exacerbated the discomfort of its residents. It favored the exclusive development of the
Western architectural design and the resulting lifestyle. The visualization of collective housing in the city of M'sila has
revealed the extent of the illegal appropriation of outdoor spaces, leading to a transformation of the urban environment.
Through this work, we aim to identify and understand the issues related to the appropriation of outdoor environments, based
on field surveys, on-site data collection, mapping, and photography. We will use the 1000 housing as a case study.

The habitat in general and housing in particular (Salamani et al., 2019 ; Boutabba et al.,2012) constitute a problem whose dimension is international; social housing was and remains to this day the most suitable form of universal housing by governments (Mili Mohamed, 2016, P.4), however,it is in crisis in all underdeveloped countries. In Algeria, the situation is undoubtedly no better, with the demographic and economic expansion of the post-independence period, corresponds to the boom in housing demand. Because of the enormous needs, the recourse to the industrialization of the building appears to be the only solution to the problem of the housing crisis, justified essentially by the production of social housing at an accelerated pace. This exclusively quantitative choice has created a housing space without a soul, « This explains, a priori, the imbalance in the relationship between the user as socio-economic and cultural content, and housing as a spatial container » (Tebib el Hadi, 2007) Faced with this conception of social housing and in a will to live that unfolds mechanically and blindly, the inhabitants have participated in the degradation of their housing space. They have developed their own dynamics on the space by transformations allowing them an implication in the production of the spaces as well interior as exterior and consequently to lead to a type of housing which answers their mode of living. Visual observations of certain collective housing estates in the city of M'sila revealed the extent of the transformations at the level of interior spaces and the illegal appropriation of exterior spaces. These modes of appropriation have led to a transformation of the environment of the housing estates. Through this work, we will identify and understand the issues of modes of appropriation of the immediate external environment based on situational observation, field surveys, mapping and photography taken in the five cities of the city of M'sila.

Our research emanates from the design and use of social housing in Algeria; His analysis
was based on the post-occupational evaluation approach, in order to assess the spatialarchitectural
quality of housing and to measure the degree of satisfaction of its users.
This method offers three levels of assessment; namely the indicative level, the level of
investigation and the diagnostic level. Through this article, we will show the reference
model on which the design of housing in Algeria is based. Know the design criteria and
the constraints that hinder the actors of the act of building to carry out their missions by
adopting the method of content analysis. The analysis tool used is the semi-structured
interview carried out with officials responsible for the design and management of social
rental housing in M'sila.

L'evaluation de la satisfaction : un outil performant pour la mesure de la qualite du logement. Cas de la cite 500 Logements - M'sila
L'amélioration de l'habitat est sans doute l'une des finalités sociales qui a la plus large portée, dans la mesure où elle touche de façon majeure à la qualité de vie de chacun d'entre nous. Le parti pris sur lequel repose cet article est de placer au centre de l'analyse les habitants des logements sociaux collectifs de la ville de M'sila, en l'occurrence ceux des habitants de la cité 500 logements pour évaluer leur satisfaction et la qualité de vie qu'ils associent. L'objet du présent article est d'évaluer la satisfaction des usagers en se basant sur leurs perceptions et leurs besoins. Pour cela, nous avons procédé à la comparaison entre la performance théorique d'un logement et la performance effective révélée par la satisfaction des usagers, tout en se référant à plusieurs variables reliées à l'aspect physique, à la conception des cellules et à l'environnement social. L'approche analytique utilisée est l'approche d'évaluation post occupationnelle (EPO), notamment son troisième niveau « l'évaluation diagnostique ». C'est une évaluation multi méthode de collecte de données qui inclut des questionnaires et des entretiens dont chaque niveau se compose de trois phases: conception, réalisation et l'application de l'EPO. Cette étape est souvent faite pour développer des résultats qui indiquent la relation entre plusieurs variables. L'analyse de notre enquête par le logiciel statistique « Sphinx » nous a permis d'effectuer plusieurs types d'analyse qui mettent en relation des variables quantitatives et qualitatives et nous a permis de tester le degré d'influence des différents aspects du logement sur la satisfaction.
