Using ontologies and web service composition to improve interoperability in the Algerian healthcare

Interoperability in healthcare presents a key concept that allows different entities in the healthcare sector to exchange patient medical records in order to coordinate patient care and monitoring. The
Algerian healthcare sector offers an opportunity to adopt new IT systems that facilitate collaboration, information exchange and communication between systems in order to optimize development efforts,
reduce costs and eliminate errors. In this paper, we explore the use of ontologies and web service composition as strategic approaches to overcome interoperability challenges, enhance data sharing,
and promote collaborative healthcare practices

Towards Interoperability with Ontologies and Semantic Web Services in HIS applications

After independence in 1962, the Algerian health system witnessed a transformation from
an insufficient health system, suffering from disparities in the quality of services and
concentrated only in the capital, Algiers, and other major northern cities, to a health
system that works to improve coverage and quality of healthcare.
Algeria government pays special attention to the health sector in terms of mobilized
resources or adopted policies, with the aim of ensuring adequate care and its free
provision in the public sector.
With the emergence of computer technologies, the Algerian government attaches
particular interest to the digitalization of the health sector. In this regard, the health
sector has benefited from several investments, particularly in Information and
Communication Technologies (ICT), which have given rise to the launch of electronic
projects, to modernize health structures and activities. Furthermore, several softwares
have been designed to facilitate health monitoring of hospitalized patients, using their
digital health records. However, the use of these softwares, is limited for several reasons:
the problem of interoperability between patient software as well as resistance to change
on the part of users (medical secretaries, doctors, nurses, etc.).
Implementing interoperability can enable healthcare professionals to manage the entire
electronic patient record, regardless of which organization generated the clinical session
inputs. Health record interoperability has become a crucial issue in the healthcare
scenario, especially in the context of the pandemic, e.g. COVID-19, in order to strengthen
disease control.
This research paper explores the utilization of ontologies and web services composition
as strategic approaches to enhance interoperability within Hospital Information Systems
(HIS) in healthcare sectors in Algeria, to ensure patient monitoring from anywhere and
at any time

Toward an efficient web service composition based on an improved BTLBO algorithm

The composition of Web services represents a critical challenge in the development of business process. It consists of creating new functionalities by selecting individual services from a set of abstract activities and merging them into massive services. With the increasing number of available similar functionalities, the quality-of-service parameters, provided by Web services, have become criteria for selecting a composite web service plan that provides best possible service quality values among other possible compositions. As, the problem of Web service selection is a time-consuming optimization problem, we present, in this work, an enhanced version of the Balanced Teaching-Learning-Based optimization algorithm, called Discrete Balanced Teaching-Learning-Based optimization algorithm ‘DBTLBO’, which supports the discrete nature of the web service selection problem, by selecting a specific composition of web services from a set of candidate services, while meeting user needs and QoS preferences. several experiments were performed in a simulated environment. The obtained results were compared with those of TLBO, GA and PSO algorithms under the same conditions and clearly demonstrated the effectiveness of the proposed algorithm compared to the other algorithms mentioned above.

Towards a based-agents and web services framework for managing Algerian e-government applications

Despite the efforts and investments made by Algeria's government, many of the government services provided online are still deemed immature. Algeria's e-government initiatives have been criticised for being fragmented and weak in coordination and information sharing. As a result, citizen participation remains low, and government electronic services appear inefficient. In order to increase efficiency and homogeneity between these diverse projects, we offer a framework for managing e-government apps by unifying the multiple digitisation efforts by using the same standards and citizen information. The framework is built around the coupling of agents and web services. This combination allows for the reinforcement of e-government systems that are characterised by their scalability and complexity. The proposed framework provides a generic and structural solution for launching and managing e-government initiatives. Furthermore, it enables interaction across multiple projects and provides users with the necessary assistance and direction.

Citzens profiles ontology for improving e-government services in Algeria

At this time, dealing with e-government is crucial, and the huge advancements
made in the field of information and communication technology, particularly
during coronavirus epidemic, have forcefully underlined this necessity.
The e-government efforts in Algeria, like those in other nations, have started,
but critics have criticized them for being disjointed, unproductive, and without
a proper knowledge representation, especially in terms of coordination and information
exchange. As a result, there is still little citizen involvement, and electronic
government services seem ineffective. Furthermore, there are considerable obstacles
and problems in assuring the integration and interoperability of various data
sources. The purpose of this paper is to propose an ontology around the citizen in
order to achieve common understanding among the various government departments
and improve service interoperability and delivery because governmental
services are intertwined and the citizen serves as the central component in these
services.

An Edge Based Multi-Agent Model for Improving Hospital Bed Management

Today, and due to the population growth, the healthcare field recognizes many difficulties and challenges in many countries, especially in the underdeveloped ones. The spread of COVID-19 has shown these difficulties such as the lack of equipment and the failing of patient admission process. Therefore, healthcare systems require quick, newer and more sophisticated solutions that match the speed of technology and the citizens’ aspirations. In this context, we propose in this paper a model for improving and helping hospital managers to orchestrate the patient admission process. The proposed model deals with the hospital bed management in order to ensure a quick patient transfer to the nearest and the most appropriate hospital. The proposed model is based on the coupling of multi-agent an edge computing system. Multi-agent systems represent a powerful choice to develop complex, distributed, dynamic and interactive systems, which represent typically our case. In addition, edge computing ensures a real-time collection of data about the bed’s availability in the neighboring hospitals in order to transfer the patient to the adequate one as quickly as possible.

Saving Costs and Strengthening Self-Financing in Local Authorities by Electronic Administration Establishment

Algerian local authorities assume for their citizens a plethora of responsibilities characterized by a substantial gap of financial resources, which come largely from local communities and the central government's funding and help. Faced with this shortage, local authorities needed to consider other financial options that would allow them to improve their self-financing, reduce their spending, and gain financial independence. With the world's digital growth, one of the strong alternatives that appears urgent is electronic administration. In this context, this research explores the value of electronic administration in local authorities and how it can be used to rationalize expenses and achieve self-financing and financial independence through some of the suggested ideas.

Gathering, Selecting and Preparing Unstructured Documents for Enterprise Information Extraction

A large amount of unstructured documents exists on the web incorporating data of paramount importance for the enterprises that can employ them to synthesize the past, to comprehend the present and to predict the future. However, it is worth noting that the unstructured nature of these documents made the handling and the extraction of knowledge from them a very critical issue. The current contribution is three-fold. First, we collect the unstructured documents which might be useful using general enterprise ontology. Then, we select the most suitable ones using specific ontologies that describe partial enterprise activities. Finally, we transform the kept documents into parsabale and requestable XML files that can be the corpus for future data extraction.

Improving E-marketing using Big Data Technology

In the era of Big Data, the analysis and exploitation of data by companies are already becoming essential to remain competitive in marketing. The purpose of this study is to look at the concept of E-marketing based on the use of big data. The paper attempts to help in the understanding of the concept of electronic marketing. An Agents’ Model Using Ontologies and Web Services for Creating and Managing Virtual Enterprises

Currently, the economic competition has become very tough where successful companies find themselves obliged to develop their organizations and diversify their work strategies. Thereby, virtual enterprises concept imposes itself and overcomes geographical constraints by allowing companies to cooperate and address their shortcomings through exchanging their services and skills. The present paper proposes a virtual enterprise model based on the use of agents endorsed by the use of ontologies and web services. The coupling of these concepts allows reducing the high costs associated with the use of technology and improves flexibility and intelligence both in the negotiation process through the selection of the best partners, and in the managing process by ensuring the effective cooperation between partners.

Multi-Agent Architecture for Developing Cooperative E-Business Applications

This article describes a multi-agent approach that provides solutions to the problems raised during the development of cooperative e-business applications. This approach is organized in the form of cooperative application groups representing the different parts of a company. Agent coordinators orchestrate the cooperative work of these groups. The most requested functionalities inside the company and those offered to the external world can be exported as Web Services. These Web Services are described with DAML-based Web Service ontology (OWL-S) and managed with an intermediate agent called Web Service Finder Agent. The proposed solution provides a new vision of the cooperation context where the companies and their partners share knowledge and offer functionalities as agents and Web Services.
