Do business incubators have a chance to succeed in Algeria? Experiences from developing countries and prospects for the role of the university

Business incubators play a pivotal role in fostering innovation and economic growth, especially in developing countries where economic diversification and job creation are urgent needs. This article examines the potential of business incubators in Algeria, exploring their challenges, opportunities, and future prospects. Drawing on lessons learned from successful incubator models in other developing economies, such as Brazil, India, and Nigeria, it assesses Algeria’s progress in building a supportive entrepreneurship ecosystem.
The analysis identifies key barriers to the effectiveness of incubators in Algeria, including bureaucratic hurdles, limited funding, cultural resistance to entrepreneurship, and inadequate infrastructure. Despite these challenges, promising developments—such as university-based incubators and international collaborations—highlight Algeria’s potential to create a thriving incubator ecosystem.
The article proposes actionable recommendations, including policy reforms, diversified financing mechanisms, cultural shifts toward risk tolerance, and strategic infrastructure investments. By drawing on global best practices and adapting them to local realities, Algeria can harness the transformative power of business incubators to drive sustainable economic development and innovation. This case study highlights the broader implications for developing countries seeking to embrace business incubators as a tool for economic growth, emphasizing the importance of a tailored approach to ensure success in diverse contexts.

الحركة النسوية من المساواة إلى التسوية

أصبح للحركات المتمركزة حول الجنس أصوات عالية مع بداية الألفية، ما استدعى انتباه كثير من الدارسين لبحث هذه الظاهرة التي تبدو بالنسبة إلينا غريبة وصادمة، لكنها بالنسبة للدول الغربية حيث معدلات العلمنة مرتفعة للغاية تبدو شيئا عاديا، إذ يؤكد الدارسون على أن صيرورة الحداثة المنفصلة عن القيمة والمجتمع الاستهلاكي المتمركز حول الذات، وغياب المركز مع موت الإله لابد أن يؤدوا إلى مثل هذا المصير، حيث يتشظى كل شيء وتنتشر النسبية الأخلاقية وتذوب الثنائيات وعلى رأسها ثنائيات الله والإنسان والله والطبيعة والطبيعة والإنسان وكذا ثنائية الذكر والأنثى التي تصر الحركات الأنثوية والجندرية على محوها، وبمحوها تكون الحداثة الغربية العلمانية قد وصلت إلى مداها ومنتهاها، لأن محو ثنائية الذكر والأنثى يفضى حتما إلى تدمير أعرق مؤسسة اجتماعية إنسانية وهي مؤسسة الأسرة التي ضمنت عبر التاريخ تكوين الإنسان المركب المتجاوز للطبيعة، وبتدميرها سينشأ الإنسان ذو البعد الواحد الذي نشك حتى الآن إن كان بإمكانه تكوين مجتمع يشبه المجتمعات التي عرفها الإنسان حتى الآن. هذه الورقة ستناقش هذه الأبعاد حيث تربط بين نشأة الحركات النسوية الجندرية وبين معدلات العلمنة وتفكيك الإنسان.

ABSTRACT
Gender-centric movements became louder with the turn of the millennium. This is what drew the attention of many scholars to discuss this phenomenon, which seems strange and shocking to us. However, for Western countries, where secularization rates are very high, it becomes a normal thing. Observers emphasize that the process of modernity separated from value and self-centered consumer society, and the absence of the center with the death of God must lead to such a fate. Hence, everything fragments, moral relativism spreads, and dualities dissolve, foremost among which are the dualities of God and man, God and nature, nature and man, as well as the dualism of male and female that feminism and gender movements insist on erasing. However, by erasing these dualities, Western secular modernity will reach its end and its full extent. The erasure of the male-female duality inevitably leads to the destruction of the most ancient human social institution, which is the institution of the family, which has ensured throughout history the formation of a complex human being who transcends the material aspect of his nature. Consequently, by destroying the family, a one-dimensional man will arise, we doubt until now if he can form a society similar to the societies that man has known so far. This paper will discuss these dimensions, linking the emergence of gender feminist movements with the rates of secularization and human dismantling.
