واقع الشراكة بين القطاعين العام والخاص في الجزائر
يمثل البحث عن تحقيق التوازن في المجال الاقتصادي والاجتماعي الشغل الشاغل للحكومات والأنظمة الحاكمة في مختلف دول العالم. وفي هذا الإطار تعاقب النظريات لتحقيق التوازن، فمنها من يؤكد على ضرورة تكفل الدولة بجميع دواليب الاقتصاد والعامة، ومنها من يعتبر أن تدخل الدولة أحد الأسباب في الإخلال في التوازن الاقتصادي والاجتماعي. تعتبر الشراكة بين القطاع العام والقطاع الخاص استراتيجية هامة باعتبارها أحد السياسات التي يمكنها تحقيق التوازن الاقتصادي والاجتماعي والمالي للدول، مما جعلها تحظى بالاهتمام الكبير من قبل حكومات الدول المتقدمة والنامية على حد سواء في مختلف أنحاء العالم. وقد شملت مشاريع الشراكة بين القطاع العام والقطاع الخاص التي ازدهرت في تسعينات القرن الماضي عديد من المجلات التي كانت سابقا حكرا على الدولة كمشاريع البنية التحتية الأساسية والاتصالات والسياحة والنقل والبحث العلمي.
ABSTRACT
The search for a balance in the economic and social field represents the preoccupation of governments and ruling regimes in various countries of the world. In this context, the succession of theories to achieve balance, some of them stress the need for the state to take care of all economic and public wheels, and some of them consider state intervention as one of the reasons for the disruption of the economic and social balance.
The partnership between the public sector and the private sector is an important strategy as one of the policies that can achieve economic, social and financial balance for countries, which made it receive great attention from the governments of developed and developing countries alike in various parts of the world. The public-private partnership projects that flourished in the 1990s included many areas that were previously the preserve of the state, such as basic infrastructure projects, communications, tourism, transportation and scientific research. Summary:
This research paper aims to shed light on university business incubators, by clarifying the various concepts related to business incubators in general, and university business incubators in particular, in addition to addressing the various challenges that university business incubators face and proposing some solutions.
